For many of us in the boat repair industry, Labor Day is the last
big rush of the Summer season. Everyone wants to be on the
water for the weekend so it's late nights and no weekends for the
"wrench turner".
When it's over I'll finally be able to set some time aside to
complete some of the tasks I've started and just can't quite finish
lately such as a free boating handbook, some major additions to
the website, and a new piece of marine test equiptment you will
just have to own.

We got plenty of feedback from the article last month on
abandoned boats; from burying em transom down in a ditch to
make a fence, to cutting em up to construct a recycled "eco
dwelling" !  What was obivious is that the problem is getting worse
everywhere and needs to be addressed. How about an "Adopt
an Old Boat" campaign?
I've got a bunch of news this month for ya from all over; some
good, some not so good, and some just plain weird. Read on and

the results with you next month.

We want to extend a special welcome to some new "fellow

especially important to keep a lookout for the smaller boats,
newcomers, swimmers, and children. Be extra careful when
towing your boat to the water, and don't forget that a whole lot of
accidents happen right at the boat landing before you even get
afloat !

 TVA's 'clean marina' drive targets dirty reservoirs
COUNCE, Tenn. - Cruising across the waves on a hazy, quiet
weekday, Damien Simbeck savors a view of Pickwick Reservoir
that differs dramatically from what he sees on busy holiday
weekends.

That's when the place turns into a virtual marine parking lot, with
ski boats, luxury houseboats and personal watercraft bobbing in
each other's wake. "You could almost walk across the lake
without getting wet," he says.

In reservoirs, and particularly in the coves where marinas lie,
boats can leave everything from sewage to oil and gas to
sediment in their wake. That's why TVA, along with the National
Clean Boating Campaign, has promoted a "clean marina"
initiative across its reservoir system.

The dumping can be significant. A 1999 study conducted by TVA
showed that each year 400,000 gallons of sewage could be kept
out of Norris Reservoir, located in East Tennessee, if boaters
drained the waste in their holding tanks to "pump-out" facilities that
hooked up to wastewater-treatment plants.
Since then, all the nearly two dozen marinas on Norris have
committed to proper handling of boat waste. As a result, some
3,000 to 4,000 gallons of waste that had been dumped into the
lake now is going to a wastewater-treatment plant in Caryville,
Tenn.


Another common pollution problem results from the fueling of
boats at marinas. Unlike the case with cars, gas pumps don't
automatically shut off when tanks on boats are full. Instead, fuel -
and its toxic components - can splash out of vents and into the
water.
The solution called for in the "clean marina" program is turning
down the rate at which the gas pumps operate.

"If you're pumping at a slower rate, you can stop it before very
much splashes out," Simbeck said.

So far, five of the seven marinas on the lake have signed on with
the "clean marina" program, Simbeck said. None has completed
the often time-consuming process of getting certified, however.

Marina operators don't think they'll have a problem meeting the
guidelines of the initiative.

                 New Light Helps Save Lives

New marine searchlight developed by innovative Swedish
company, ColorLight AB, is fast becoming an invaluable aid to
rescue teams when searching for people and small boats in
distress at sea. The ColorLight searchlight is unique in that it is
dual-headed offering both halogen and UV (ultra violet) lights in
one unit. Although halogen lights are sufficient during normal
darkness and clear conditions, the UV light has definite
advantages during difficult conditions such as rain, fog, snow, as
the invisible UV beams can cut through such obstacles more
effectively. In addition, fluorescent materials such as lifejackets
become luminous when exposed to UV light beams.
 
In clear weather, the halogen light range is approximately 4,000
metres whilst the UV light range is some 1,400 metres. Remotely
operated by a joystick, the searchlight can be rotated in either
direction through 360 degrees offering complete freedom of
movement. It features acid proof stainless steel housing for
durability and is built to meet IP66 approved for heavy seas.The
Swedish Sea Rescue Institution in Halmstad (Sweden) is
amongst those who have used the equipment. "The range of the
halogen light is more than double compared to our conventional
equipment. As the new searchlight can be rotated both vertically
and horizontally it means that we can be more efficient in our
search operations. Another advantage is that when using UV light
one avoids dazzling the other rescue team members, reducing
their ability to see in the dark. The UV technique can definitely
become a valuable complement for sea and rescue teams and
can help save lives in darkness and during severe weather
conditions,"  
The ColorLight searchlight greatly improves marine navigation.
The range and the light beam area are the most efficient
available in the market. In low visibility conditions the UV-light
dramatically increases the ability to see through darkness, rain,
snow and fog.

   Fujifilm extends sponsorship of FLW Outdoors

 Fuji Photo Film USA, Inc. has renewed its sponsorship of FLW
Outdoors' bass fishing tournament, which it has supported since
the Wal-Mart FLW Tour first began in 1997, announced FLW
Outdoors in a press release dated 7 August. "Fujifilm is pleased
to continue its sponsorship of bass fishing," said Bruce Fleming,
vice president, national account, Fuji Photo Film U.S.A., Inc.
"Through the use of our pro angler team; environmental education
program; Fish, Photograph, Release; and other sponsorships, we
have reached families and encouraged photography, fishing and
family fun while generating brand awareness." In addition to the
Wal-Mart FLW Tour, Fujifilm began sponsoring FLW's EverStart
Series in 2000 and the Wal-Mart Bass Fishing League in 2001,

             British Waterways London completes new marina

British Waterways London has constructed a 120-berth marina at
Cowley Peachey in Uxbridge and now is offering boaters the
chance to sign up for non-residential moorings, it reported on
Tuesday, 13 August.

The marina will open to boats in October, according to British
Waterways London.

"This new marina is part of British Waterways' commitment to
create new moorings and facilities," said Madge Bailey, business
development manager at British Waterways London. "It will be a
five-star destination, available for any duration of stay and its
location makes it ideal for a stop-off en route to London, the
Thames or the Grand Union north."

London's waterways are undergoing major regeneration, being
transformed by funding from London's Waterway Partnership and
other regeneration schemes, and the marina at Cowley is just one
of the projects, British Waterways reported.

Other improvements that have been carried out in London for the
benefit of boaters include more visitor moorings, improved
service points, new information boards dedicated to boaters,
"stop 'n' shop" moorings at key locations to top-up on essential
supplies, information leaflets and general enhancements to the
canal environment, British Waterways stated.

The new marina is situated at the junction of the Grand Union
Canal and the Slough Arm and is easily accessible by road and
rail, according to British Waterways.

Set in a newly created park and open space, facilities at the
marina will include water and electricity for each berth, showers,
toilets, laundry, 'elsan' disposal and pump-out, a refurbished boat
yard, on-site car park and private access to moorings, it stated.

The site also houses the Turning Point pub and restaurant and a
waterside café and visitor centre, which opens with the marina,
said British Waterways.

A children's farm, a hire-boat base and trip boat operation are
due to open in the spring, it reported.

 Sport Fishing releases Congressional report card
The Marine Fisheries Congressional Report Card on the 107th
Congress, a biannual report prepared by Sport Fishing magazine
and the National Coalition for Marine Conservation, has been
released, announced the magazine on Tuesday, 13 August.

The report reviews lawmakers and evaluates legislation
important to sport fisheries and the marine fish populations they
support, said the magazine.

"This exclusive report card intends to educate readers about
which legislators are the friends and which are the foes of our
marine fish populations, many of which are overfished or quickly
gaining that status," said Doug Olander, editor-in-chief of Sport
Fishing. "The lawmakers in this report are up for re-election in
November."

The report appears in the upcoming September/October issue of
Sport Fishing magazine available on newsstands 27 August,
according to the release.

Four representatives who earned a D or D- include Don Young
(R-AK), Barney Frank (D-MA), Richard Pombo (R-CA) and Walter
Jones Jr. (R-NC) while Rep. Billy Tauzin (R- LA), rated an F, said
the report.

"Mr. Tauzin would undo the progress made in fish conservation
during the past six years and return fishery management to the
dark ages when overfishing was the rule," said Ken Hinman,
president of the National Coalition for Marine Conservation.

Three representatives received an A, including two from
California, Sam Farr (D) and George Miller (D), and one from New
Jersey, Rep. Jim Saxton (R).

Senator John Kerry (D-MA), who may make a run at the
Democratic presidential nomination in 2004, scored a B and
fellow democrat New Jersey Sen. Robert Torricelli (D) received a
B+, the report said.

Maryland republican Wayne Gilchrest, chair of the House
fisheries subcommittee and author of new legislation to amend
the nation's fishing laws, dropped from an A to a C-.

"We used to give Gilchrest straight A's because he was a key
sponsor of conservation reforms," said Hinman in the report, "But
this year, he's allowed his bill to become the vehicle for efforts to
undermine many of those very same reforms."

 Large, leaping fish collide with boats and people
TALLAHASSEE -- The summer of the shark has been replaced
by the summer of the giant leaping sturgeon.

Recently, Florida boaters have had unpleasant encounters with
the snoot-nosed freshwater fish that can grow to more than 6 feet
in length and weigh up to 500 pounds.

Gainesville elementary school principal Lacy Redd, 34, was
boating on the Suwannee River over the Memorial Day weekend
when a sturgeon, some 5 to 6 feet long and between 130 and 150
pounds, leaped into her family's boat and knocked her out. She
suffered a collapsed lung and five broken ribs.

On July 4, 19-year-old Danny Cordero of Perry was zipping along
the Suwannee on a personal watercraft with his girlfriend when a
sturgeon knocked them both in the water.

"I don't remember anything," Cordero said. "My girlfriend said it
was like hitting a brick wall. She saw me lying face down in the
river. I had blood all over me. It cracked my teeth and chewed up
my gums."

The fish once flourished in the Chattahoochee-Apalachicola-Flint
river basin, but has been classified as threatened since 1991.

In March, a 6-foot-long, 127-pound sturgeon washed up in a
neighborhood in St. Petersburg. The fish more typically travel
from the Gulf of Mexico up into rivers to spawn in the spring and
summer, then head back to the gulf in the fall.

One of the few sturgeon keepsakes can be found at The
Lighthouse restaurant in Trenton. In 1995, the fish leaped into a
boat carrying owner Sue Nessmith and her then-husband, James.
The fish knocked James down.

The Nessmiths got special permission to keep the fish, which
weighed 70 pounds and was more than 5 feet long. They
mounted it and hung it on the restaurant wall.

No one keeps statistics on crashes between sturgeon and
boaters, but some who live on the Suwannee say the collisions
are on the rise.

University of Florida researcher Frank Chapman said that in the
Suwannee River, at least, the number of sturgeon hasn't
increased in the past 20 years. But boat traffic has risen.

On Fourth of July weekend in 1999, a Gilchrist County sheriff's
deputy was in a boat patrolling the river when a 106-pound,
4-foot-6 sturgeon leaped through the boat's windshield and
knocked the deputy down, said Gilchrist County Sheriff's Chief
Harvey Montgomery.

"When he called in on the radio, they didn't believe him at first,"
Montgomery said.

Leaping sturgeon also have been reported in the Yellow River,
near Pensacola. Larry Foshee, 54, had two sturgeon encounters
there. In the first, in 1996, the sturgeon leaped in the boat and
"scraped me up," Foshee said.

"It was the first time I'd seen one up close and personal," Foshee
said. "He was really rough."

The second time, a sturgeon leaped in front of his 21-foot boat
and kept going, after tearing the trolling motor on the front of the
boat.

Carol Brown got hit by a 36-pound sturgeon about 10 years ago,
and had to have plastic surgery to repair her broken nose.

"My children thought an alligator had jumped in the boat," said
Brown, 50, of Lake City. "By the grace of God, I lived, because it
should have broken my neck."

  US Justice Department asks manatee ruling to be voided
The US Justice Department filed papers on Tuesday, 22 July with
a District of Columbia judge that requested a lawsuit settlement
regarding manatee protection in Florida be voided, reported the
Naples Daily News on Wednesday, July 24.

On 9 July, US District Court Judge Emmet Sullivan ruled that the
US Fish and Wildlife Service (FWS) missed the deadline
established in the settlement of the lawsuit with the Save the
Manatee Club and other environmental groups against Florida in
2000, said the newspaper.

The settlement obligated the FWS to propose new manatee
refuges and sanctuaries in Florida by 2 April 2001, with a final
manatee protection plan required by 28 September 2001, said the
newspaper.

Boat speed limits and restrictions on access are in place in
refuges while sanctuaries forbid boats entirely, according to the
newspaper.

While the FWS proposed four sanctuaries and 12 refuges, only
two were instituted with a decision on the other 14 postponed until
1 Dec, 2002, said the newspaper.

Sullivan gave the FWS until 23 July to submit a solution to the
problem, reported the Naples Daily News.

Manatee advocates were puzzled by the FWS' decision to fight
the settlement.

"If the Fish and Wildlife Service spent as much time complying
with the terms of the settlement as they do trying to get out of
compliance with the settlement, we'd have manatee protection by
now," said Patti Thompson, Save the Manatee Club science
director, to the newspaper.

Settlement legality in doubt

According to Chuck Underwood, FWS spokesman, the problem
is that the settlement itself violated law.

"The judge requested that based upon his ruling we look at what
remedies where available," said Underwood in an interview with
BIIOnline. "If we moved forward on the 14 sites we proposed, it
would take 120 days from the judge's decision to implement it,
which takes us to 2 December [the FWS original deadline was 1
December]."

"That said, based on the judge's interpretation of the settlement,
the ruling requires us to establish a sanctuary in a way that was a
violation of the Administrative Procedures Act (APA)," Underwood
continued. "The only remedy is to vacate the settlement as being
illegal."

Underwood stated that even if the judge rules in favor of the FWS,
manatee protection efforts will not end.

                    Rising Waters

Old Mrs. Watkins awoke one spring morning to find that the river
had flooded the entire first floor of her house. Looking out of her
window, she saw that the water was still rising. Two men passing
by in a rowboat shouted up an invitation to row to safety with them.
"No, thank you," Mrs. Watkins replied. "The Lord will provide."
The men shrugged and rowed on. By evening, the water level
forced Mrs. Watkins to climb on top of the roof for safety. She was
spotted by a man in a motorboat, who offered to pick her up.
"Don't trouble yourself," she told him. "The Lord will provide."
Pretty soon, Mrs. Watkins had to seek refuge atop the chimney.
When a Red Cross cutter came by on patrol, she waved it on,
shouting, "The Lord will provide." So the boat left, the water rose,
and the old woman drowned.
Dripping wet and thoroughly annoyed, she came through the
pearly gates and demanded to speak to God. "What
happened?" she cried.
"For cryin' out loud, lady," God said, "I sent three boats."

 Bob Fendler passes away Sunday, August 11
He was 67 year old.  Longtime Unlimited owner Bob Fendler has
(was, next to Bernie Little) the longest tenure of any hydroplane
owner.
 He fielded his popular yellow and red U-19 boat in 2001, which
was purchased from Fred Leland in 1996.
 A former outboard competitor, Bob Fendler saw his first Unlimited
race when he was a spectator at the 1964 San Diego Cup.
 The following year he had his own boat, the former Coral Reef
(U-19).  Bob changed the name to Miss San Diego but kept the
U-19 designation, which he used consistently ever since.
  Fendler was his own driver during the first three seasons, but
later stepped aside to campaign a popular string of Unlimited
hydroplanes.
  His lone win as an owner came at the 1973 President's Cup in
Washington D.C., with Gene Whipp driving the Lincoln Thrift
Special.
 Bob always had a smile and a friendly greeting for anyone
wandering through the pits.  He had alot to do with racing in his
hometown of Honolulu.
  Our thoughts are with Bob's family and friends.
