 I'm setting the December issue to arrive at your door on the 25th; not to interrupt your holiday, but only trying to dodge in between all the junk mail filling our inbox during the shopping season. I've heard about enough mini RC cars, discount tickets, and super diets to last me a lifetime! So when things quiet down later this evening you can sit back and read something that doesn't have a set of 14 step assembly instructions, and three missing parts. You don't even need batteries for this one!

 What I don't have is a decent holiday boat parade schedule for you. I guess they don't get together on dates early enough fo me to get them to you, but they are enjoyable to watch and even more fun to participate in.

Trailer Boats magazine has made a searchable database of vehicle tow ratings available on the Internet at:

Publisher Wiley Poole said "Every consumer that tows or is planning to tow a trailer needs to know the trailer weight rating of their particular tow vehicle," he said. "This tow rating is often difficult to find and can vary for vehicles of the same make and model based upon various engine and equipment packages. We have collected all this data from the various manufacturers for each make and model, and now provide it to everyone in a user-friendly and searchable format on the Internet."

          New boating TV series

A special series of TV videos produced by the Center for Environmental Education and Research, Inc. (CEERI) will be available to the Florida School System beginning this fall, the center announced in a Monday, November 25 press release.
 
"This TV series, targeted to teenagers, will expose students to boating safety, environmental issues and solutions, career opportunities and recreational opportunities," said Susan Engle, president of CEERI.
 
CEERI has received authorization from the Florida Department of Education to broadcast the TV series to schools throughout the State of Florida as part of their school curriculum. The TV series will also be available to the Public Broadcasting System (PBS).
 
The TV series will link students to the CEERI.org, e-Learning website where they can obtain more marine-related education and information. The site is scheduled to launch in January 2003.
 
Engle said the TV series will give students a chance to see people in action. Content includes interviews with a competitive offshore boat racer, fishing experts, and marine biologists.
 
Boat manufacturers will demonstrate new technologies to show how the marine industry is working on ways to eliminate air and water pollution emitted during the manufacturing process. Boating experts will demonstrate how to operate and look for safety hazards.
 
The career segment will highlight numerous marine-related career opportunities with visits to marine manufacturing facilities and aboard a megayacht to see how the captain and crew perform their jobs.
 
TV series sponsors include Genmar, Brunswick, Volvo, Formula, OMC Foundation, Marine Industries Association of South Florida, Broward County Planning and Environmental Protection, KeyBank, INAMAR and Ashland.
 
"Our next step is to implement the Boater101 program nationwide, starting this spring, with our target states of California, Michigan, Ohio and Texas," said Engle.

       ARKANSAS KILL SWITCH BILL PROPOSED

Arkansas Rep. Shirley Borhauer, R-Bella Vista, has introduced a bill that would require boaters to use kill switches if their boats are equipped with a kill switch in anticipation of the regular session that begins January 13, according to a Tuesday, December 3 report of the Times Record.
 
Borhauer told the newspaper that under the new law, the fine for not using the kill switch device would range from US$100 to US$250.
 
The newspaper reported that she filed House Bill 1018 because of fatal boating accidents on Lake Bella Vista in which boaters fell from their craft and then were hit by it.
 
A similar requirement was included in a boating safety bill introduced during the 2001 legislative session, which failed in the Senate, and Borhauer told the newspaper she wouldn't be surprised if people oppose her bill.

 The Southern California Yachting Association (SCYA) will hold its 14th Annual Women's Sailing Convention on Saturday, February 1, 2003 at Bahia Corinthian Yacht Club, Corona del Mar, California, it announced on Monday, December 2.      Over 10,000 protest proposed Australian marina

Following the approval of plans for development of a coastal marina and resort at Nangaloo Reef by the Environmental Protection Agency last month, over 10,000 people have marched through Fremantle to protest the development, according to a Sunday, December 1 report of ABC News Online.
 
The protesters are calling on the West Australian Government to reject plans by Coral Coast Marina Development to build boat pens, residential lots and a caravan park at Mauds Landing, said the report.
 
The site is 1,100 kilometers north of Perth, and 100 people staged a simultaneous protest there, ABC reported.
 
Protester and author Tim Winton told ABC News that the development would ruin the fragile marine ecosystem at Ningaloo Reef.

      New marine tech-training center open in Germany

   Engine builder MTU Friedrichshafen officially opened its new training center at Friedrichshafen on November 19. The new premises will be used to train MTU's own customer service mechanics, service staff working for the company's 1400 sales and service partners worldwide, and representatives of end users. The new center is also the central training location for the instructors leading courses at MTU's nine training facilities in Europe, the US, Asia and Africa. The new training center has 14 experienced instructors and is equipped for intensive training in small groups in five languages with up to 90 participants at any given time, and has a capacity to train a total of more than 2,000 employees every year, according to the company. Together with its US partner Detroit Diesel Corp., MTU claims to hold 56 percent of the worldwide market share of engines for yachts of in excess of 80 feet in length.

 Antenna Forests
The ever-growing reliance on RF connectivity in recent years, actually recent decades, has spawned a forest of antennas on Navy ships for multiple communications, radar, and electronic warfare systems, all which transmit and receive at different frequencies. The number of antennas aboard aircraft carriers, amphibious ships, cruisers, and destroyers delivered in the 1990s has increased more than 100 percent over the number of antennas aboard ships delivered in the eighties.
 
Antenna growth, apart from the continuously increasing procurement and maintenance costs of individual “stovepipe” antenna types, has increased ships’ radar cross-sections. The need for new antennas also has required extensive modifications in ship design to manage the added weight, as well as complex restrictions on use to minimize dangerous electronics interference. The solution, in the emerging age of information warfare, won’t be in limiting the use of the RF spectrum. Ships will need more bandwidth, not less.
 
The Office of Naval Research (USA) is sponsoring a pioneering work to develop new multi-function radio-frequency concept (AMRF-C) antenna apertures that use software to modify common apertures for multiple RF systems. The AMRF-C approach, which eliminates the need for additional hardware, would enable ship designers to pare back dramatically the microwave “antenna farms” that have proliferated aboard ships now in service, while meeting future requirements, expanding the effectiveness of sensor, communications, and electronic warfare systems, and reducing RF cross section.

     Jeb Bush says no dock restrictions needed!

At the last of a series of public hearings on a US federal manatee protection plan, marine industry representatives said yesterday that the plan would hurt their businesses, a concern that was shared by Florida Gov. Jeb Bush.
 
An aide to the governor read a letter from Bush at the Fort Lauderdale hearing in which he said the proposed rule could lead to a moratorium on dock building in southwest Florida, according to a Friday, December 13 report of the Sun-Sentinel.
 
Bush stated that this would make it "significantly more difficult to register vessel and operate boats," adding that the impact on marine activities could adversely affect the region's economy to the tune of US$85 to US$175 million over the next five years, the newspaper reported.
 
In the letter, Bush also asked to meet with US Interior Secretary Gail Norton so that he could suggest other ways to protect manatees.
 
If the rule were approved, the US Fish & Wildlife Service would be required to take into account the potential impact on the manatee population when deciding whether to approve applications to build docks, marinas or boat ramps, the implications of which are likely to be particularly severe in southwest Florida, where the manatee population has been declining, according to federal officials.
 
A final decision on the proposed rule will be published in May.

     Tohatsu and Nissan outboards offer new warranty
    v^v^v^v^v^v^v^v^v^v^v^v^v^v^v^v^v^v^v^v^v^v^v^v^v^v^
 
 
A new 3+1 year limited warranty is effective immediately for all 2003 and later TLDI (Two-Stroke Low-Pressure Direct Injection) Tohatsu brand outboard motors distributed by US-based Tohatsu America Corp. and Nissan Marine brand outboards distributed by Nissan Marine & Power Products in the United States and Canada, the company announced.
 
This new warranty now gives the TLDI outboards the longest standard factory warranty in the industry for direct fuel injected motors, according to the companies.
 
"After six years of testing, the TLDI outboards were introduced two years ago. We had great confidence in the product before we released it to the general public, and that confidence has been justified over the past two years," said Kurt Gardner, national sales manager of Tohatsu America Corp. "All the anecdotal evidence from dealers and consumers and the virtual absence of warranty claims on our TLDI product have convinced us that extending the two-year warranty to three years and the warranty on major TLDI components to four years was justified and would give consumers that much more confidence in purchasing TLDI outboards."
 
The new limited warranty actually provides four years of coverage, from the first date of retail sale or actual installation, stated the companies.
 
The second and third years of the warranty cover the cost of parts and labor for major components and TLDI technology-related components including the powerhead, direct injection system, exhaust system and 16 other major components. The fourth year covers the parts and labor for TLDI technology components.

    Mandatory Safety Education for Pennsylvania Boaters
    v^v^v^v^v^v^v^v^v^v^v^v^v^v^v^v^v^v^v^v^v^v^v^v^v^v^
 
 
Pennsylvania Governor Mark Schweiker signed Senate Bill 463, sponsored by Sen. Richard Kasunic with broad bipartisan support, provides that on or after January 1, 2003, it will be illegal for a person born on or after January 1, 1982, to operate certain motorboats unless the person completes a boating safety course and receives a boating safety certificate. Boating safety certificates, good for a lifetime, will carry a $10 fee.
 
 The bill passed the Senate by a 48-1 vote and the House by a 170-24 vote. It takes effect  February 7, 2003, 60 days after Governor Schweiker signed it into law.  This means that the new requirements will be effective for the 2003 boating season in Pennsylvania.
 Courses are available on-line from the Commission's web site and through video home study programs.  In addition, the Commission and many other organizations offer boating safety courses.  The winter months are the often best time to take these courses.
