I want to take the time to welcome all new subscribers and say hi
to all the folks who continue to read and pass on this newsletter to
their boating friends.
I've added a lot of new pages to the website lately along with a
new sitemap that may help you find what you need a little easier.
On the bottom of the home page is a search bar where you can
enter your text to find which page you need as well.
If you've submitted questions please be patient and I will get to
each one. I've experienced some computer crashes and data
base problems that's really making things tough to deal with but
we'll roll with the flow!
In the interest of enjoying a great summer boating we'll start off
with some spring-time tips to get going and then drift into some
other news and info you might enjoy.

Today is June 20th and upon accessing my new "supposedly
free email newsletter hosting service" to write June's newsletter I
got a big SUPRISE !
What I thought was a free service is really only free for the first 50
deliveries a month.....all additional deliveries were to be paid for
monthly according to number of subscribers!
For 1000 to 2500 subscribers the rate was 25 dollars monthly so
only the first 50 newsletters went out on time in May.
For the other 1150 subscribers(and the 50 who received the
HTML version) I'm now sending the May newsletter late, and in
"plain text format" I think most of the information is not outdated
and please accept my apology.
Sooo....I'm back to doing this the hard way since I can't afford the
25 bucks each month.
Look for your June newsletter in a few days; I guess it will be in
"plain text format" as well. Hopefully by next month I'll at least get
a pretty HTML newsletter on the website and send a link to it in the
plain text version that I send out in July.
Should anyone know of a free or reasonably priced newsletter
host that keeps the contact information of subscribers absolutely

Pre-Season Maintenance checklist:
Note: this is only a guideline. Certain service procedures may be
necessary for different engines. Refer to your engine manual for
complete details.
 Check steering controls and cables for condition and double
check the self-locking nuts that should be used on steering
connections.Clean and lubricate moving end of
mechanical/cable steering at motor.
Ensure battery is fully-charged/holding charge. Clean the
terminals and connections!
Top off all fluid levels.
Remove propeller and spacers; check rubber hub in back of
prop and blade condition in general, clean up the nicks with a file.
Check prop shaft seal area for fishing line and other signs of
leaking. Clean shaft and apply a good waterproof grease,  OMC
gasket sealing compound, or Quicksilver perfect seal and
re-install spacers and prop. Tighten securely and use new lock
tabs or cotter keys as necessary.
Replace lower unit and stern drive lube (if not performed during
post-season service.)
Inspect, clean, and replace spark plugs, if necessary.
Check and change filters (fuel filter, water separation filter), if
necessary.
Lubricate all grease fittings, using manufacturer's recommended
lubricant.(waterproof grease)
Lubricate all carburetor and magneto linkages with
manufacturer's recommended lubricant.(waterproof grease)
Check all wire and cable terminals for tight, shiny connections, no
corrosion.
Check that throttle and shift cables are moving smoothly and not
frayed anywhere, lube the cable slides at engine.
Check all hoses/lines for leaks or cracks and replace, if
necessary.
Inspect and clean flame arrestor with soap and water and blow
dry (gasoline inboard engines only).
Run engine with flush attachment and water hose or test tank to
check water pump and thermostat operation.
Check all systems: electrical, fuel, propulsion, and cooling. Look
around for leaks, excess steam, feel electrical cables for excess
heat after starting.
Check all your guages and warning horns/buzzers.
Make sure bilge pump and float switch are operating and
pumping water...run the garden hose in bilge til pump turns on and
pumps water!

KNOW YOUR VESSEL. Avoid mechanical breakdowns by
keeping your vessel well tuned and by planning ahead. Ensure a
regular maintenance program for your vessel, familiarize yourself
with basic mechanical procedures, and always carry adequate
safety equipment and spare parts aboard. This may not only
save you time and money, but it could also save your life.

Some times mechanical breakdowns are unavoidable.
Fortunately, the majority of them are minor ones which can easily
be fixed if you carry the following:

                      Prop Guards - Pros and Cons

  Propeller Guards There is currently much ado in the industry
surrounding propeller guards. Many vessels are already using
propeller guards. Look in any boatyard and see lobster boats,
fishing boats, work boats, recreational trawler yachts, and many
others equipped with guards.
Advantages:
· Help protect the propeller from submerged objects
· Help prevent entanglement in buoy lines
· Help prevent bodily injury to persons in the water
· Creates revenues for the marine industry for fabrication,
installation, and service
Disadvantages:
· Create frictional drag resulting in reduced fuel efficiency
· Require additional cost to purchase and implement
· Another item to inspect and maintain

Trying to figure out where you are and where you're going is
probably one of man's oldest pastimes.
Navigation and positioning are crucial to so many activities and
yet the process has always been quite cumbersome.

What does playing "The Star Spangled Banner" at precisely 12
noon, pseudo-random code, ephemeris errors, and words like
"Code-Phase" and "Carrier-Phase" have to do with finding your
way?
The answer is the Global Positioning System, a system that's
changed navigation forever.

GPS is a complex technology but understanding it can be quite
easy if you take it one step at a time. This tutorial is designed to
give you a good basic understanding of the principles behind
GPS without loading you down with too much technical detail.

          Back To Normal At The Canada-US Border,
               But....Keep Your Eyes Open; Please

The CANPASS - Private Boats program will be available again
nationally for the upcoming boating season, following its
suspension after the 11 September terrorist attack, according to a
Thursday, 4 April statement from the Canada Customs and
Revenue Agency.

The program, which combines a telephone reporting system with
a pre-approval permit for recreational boaters traveling to
Canada from the United States, is being restarted with an
emphasis on increased security and validation.

CANPASS participants, who have been security cleared, may
call customs up to four hours prior to their arrival, and obtain
clearance to enter Canada. They then may land at any
government-approved dock or marina.

This program is available only to citizens and permanent
residents of Canada and the United States.

"CANPASS - Private Boats is a secure and efficient program that
is necessary to accommodate the thousands of boaters touring
the waterways," said Minister of National Revenue Elinor Caplan.
"The CCRA is committed to making compliance with customs and
immigration laws as easy as possible for low-risk travelers."

Permit period extended

Permits for current CANPASS - Private Boats participants will be
extended for a period of six months beyond their original expiry
date.

New applicants may obtain the required forms at the nearest
customs office.

Recreational boaters who are not CANPASS participants may
dock only at approved telephone reporting sites, and must call
customs upon arrival to report.

The master of the vessel must provide the following information to
the officer:
· Intended time of arrival and docking destination in Canada
· Full name of each person on board
· CANPASS - Private Boats permit number
· Birthdate of each person on board
· Citizenship of each person on board
· Purpose and length of stay in Canada (except for returning
residents)
· Whether there are any goods to declare

CANPASS - Private Boats is a joint initiative by the Canada
Customs and Revenue Agency and Citizenship and Immigration
Canada.

Sunday, 21 April report from the Associated Press (AP).

Following the 11 September terrorist attacks, new measures have
been taken to increase security between the United States and
Canada, ending boater's once easy travel between the two
countries.

One of the biggest changes consists of new requirements to
obtain a Canadian Border Boat Landing Permit for the Great
Lakes region.

The permit, which allows boaters from Canada and the United
States to bypass US customs and immigration stations, was
previously available via mail, said the report. However, boaters
over 14 years of age must apply in person and be fingerprinted,
presenting three forms of identification.

In addition, US Immigration and Naturalization Services (INS), in
conjunction with the Coast Guard, will increase spot checks, said
the report.

Recreational boaters play essential security role

Even with the new security measures, US Coast Guard Station
Commander Chief Petty Officer Kurt Rugenius told AP that
recreational boaters play an essential role in national security,
adding that if they see something out of the ordinary, they should
contact law enforcement.

 April 3rd report by the Idaho Press-Tribune:
The Idaho state legislature introduced a new law in April that
states children 14 and younger must wear a lifejacket when they
are aboard a boat 5.8 metres or less in length that is under way or
under power.

This law applies to all watercraft, whether powered by paddle,
motor, or sail.
Idaho is one of 35 US states that have laws requiring children to
wear lifejackets, stated the newspaper. Montana, Oregon and
Utah require children 12 and younger to wear a lifejacket, while
Wyoming and Washington have no age restrictions.

"It's a big problem nationally," Ann Van Buren, boating education
coordinator for the Department of Parks and Recreation, told the
newspaper. "It's less of a problem in our state, but we still have
one or two children die every year."

Boating Law Administrator Doug Strong said the Idaho law
coincides with the US federal law that was to go into effect on 29
March.

This federal law, however, was withdrawn by the US Coast Guard
late last month due to a need to reconsider the extent to which the
rule should supercede state rules that are divergent in some
respects, according to the Federal Register.

 April 12th report of The Seattle Times:
The Washington State Department of Licensing has decided to
give an online boat registration system a shot after testing online
vehicle-tab renewals for nearly a year.
 In the past 11 months, more than 169,000 vehicles have been
registered online, the state told the newspaper.
The Web address for online tabs is printed on registration
renewal notices mailed to 300,000 boat owners.

              Notice To Boaters In Europe----Act Now

The European Boating Association (EBA) said it is "highly
concerned" about the growth in the number of offshore wind farms
being planned around the coast of Europe.

EBA President Magnus Anderberg said on Friday, 19 April that
sea-based sites were being chosen more and more frequently for
wind farms because of opposition to the construction of windfarms
ashore.

"The sea is chosen because planners think that it is empty," said
Anderberg, "but it is an important natural resource that needs
protection. The sea is used by many people who enjoy using it for
recreation."

#### Recreational needs not being taken into account ####

EBA is concerned that planners are not taking recreational needs
such as sailing and fishing into account when windfarms are
planned near the coastline.

"In some areas, restrictions on navigation are being imposed
which will make it impossible to sail outside commercial shipping
lanes," said Anderberg. "Visually, large windfarms can be very
unpleasant whether on land or at sea."

Anderberg also claimed that the rescue authorities in some
countries were concerned that using helicopters to rescue
yachtsmen in and around windfarms could be a hazardous
undertaking.

Offshore wind farms are proving popular with many governments
in Europe who believe them to be an environmentally friendly
means of generating power, but EBA said that since they are
often built in shallow water, they can disrupt fish and recreational
fishing.

#######  More windfarms being built  ########

According to Anderberg, windfarms are being built or are planned
in Germany, Denmark, Sweden and the Netherlands.

Only last week, the single largest offshore windfarm in the United
Kingdom was formally approved by the UK Energy Minister Brian
Wilson.

This particular development will see as many as 38 wind turbines
built approximately 2.5 kilometres off the UK's east coast near
Great Yarmouth in Norfolk.

Work on this project will begin this winter, but as many as 18 other
potential windfarm sites around the United Kingdom alone have
already been identified.

EBA has called on all European governments to "protect the
value of the sea for recreation" and not to exclude smaller
vessels from the areas is which windfarms are located.

A pair of standard production Mercury MerCruiser petrol
sterndrives have powered a 9.14-metre boat to speeds of over
100 mph, according to a Monday, 8 April statement issued by
Marine Power Europe.

The company said this is the first time in marine history that
non-racing, stock sterndrives have eclipsed the 100-mph mark.

Under test conditions in Nevada, United States, running in
temperatures of over 35°C and at 396 metres above sea level,
twin MerCruiser 496 MAG HO SmartCraft engines pushed an
Eliminator 30 Daytona through the 100-mph barrier.

All MerCruiser SmartCraft models feature a multiport fuel injection
system run by a Mercury PCM 555 engine control module,
according to the company.

The SmartCraft system enables the PCM 555 controller to
optimize fuel mixture and ignition timing automatically for best
performance.

SmartCraft System View, a small computer screen mounted on
the dashboard, monitors and displays digitally the precise
readings of engine and boat functions.

Test driver Jerry May praised System View, saying, "The position
and clarity of the monitor made driving, controlling and navigating
the boat as simple as possible, even at such a high speed. It
allowed me to assess the total performance of the boat at a
glance."

The MerCruiser 496 MAG HO engine, a recently introduced V8,
develops 425 horsepower from its 8.1 litres and is available with a
choice of Bravo X drives.

  Need A Reason To Take Your Kids Fishing----Here's A Few

Hooked on Fishing International (HOFI) has re-designed its
website, http:// www.kids-fishing.com to go with its expanded
series of Wal-Mart Kids All-American Fishing Derbies, according
to a Thursday, 18 April company statement.

Among the new features of the website is a "Derby Locator,"
which HOFI said will match up young anglers with approximately
1,500 events.

"We're growing so fast we had to find a way to match kids with
events, and the Derby Locator is our matchmaker," said Gordon
Holland, executive director. "Simply go to the website and enter
your zip code and the Derby Locator will search the database of
derbies and list the nearest event, location, the name of the
contact person and his or her phone number."

Most of the derbies will be held during National Fishing and
Boating Week on 1-9 June.

 Young anglers will gather at fishing venues across the country,
usually in the morning, and with help from their parents and adult
volunteers, participate in casting and fishing activities.

Corporate sponsors
Another feature of the revamped website, Holland said, allows
participants to locate the nearest Wal-Mart store. Wal-Mart, Inc. is
the title sponsor of the series in all 50 states.

HOFI puts on the youth fishing derbies with the financial and
product help of its corporate sponsors.

Some sponsors put on special events within the derby format,
said Holland.

For example, Southwest Airlines sponsors the "I Caught a Fish"
contest.

If a contestant catches a fish of any size, it qualifies the young
angler for a drawing for four round-trip tickets anywhere Southwest
Airlines flies.

The Fujifilm "Big Fish" Contest is for anglers age 16 and under.
 The largest fish by weight caught at each derby, with photo and
application submitted, becomes eligible for US state level
competition.
The big fish winner from each state receives a Fujifilm
Quick-Snap 2-Pack.

From all the state winners, a US National Freshwater Champion
and a US National Saltwater Champion are chosen, with each
receiving a US$500 savings bond and a Fujifilm "Gift Basket."

In the Frito-Lay/Pepsi/Zebco Casting Contest, participants simply
cast at targets with rods and reels provided by Zebco.

Local prizes vary but every local winner will receive an award
certificate and a reel and rod combo from Zebco.

All participants regardless of casting skills are eligible to enter the
US-wide drawing for a stock car-styled Go-Kart provided by
Frito-Lay and Pepsi.

Now in its 16th year, Hooked on Fishing International produces
the events with on-site support from local adult volunteers, many
from organizations such as state fish and game departments, the
US Forest Service, parks and recreation departments, chambers
of commerce, YMCAs, Optimists, Lions, Kiwanis, and Elks.

 The title sponsor Wal-Mart Stores, Inc., additional sponsors
