I guess you'll all be happy to see that the marine
environment is important to even the "big boys" but I guess it's hard to
convince our friends on the coast of Spain considering they have a few million
gallons of crude on the bottom right off their beaches. At least things are
heading in the right direction on some of the issues we are so concerned
with.

Environmental issues took centre stage at IMO during the
recent 48th session of the Marine Environment Protection Committee (MEPC).
Delegates from more than 80 countries discussed a range of topics relating to
the protection of the marine environment from pollution by ships. The work
progressed in several key areas, including ship recycling, ballast water
management and greenhouse gas emissions from ships. Draft IMO Guidelines on ship
recycling were discussed in detail, with a view to producing a final draft for
adoption by the next IMO Assembly in 2003.
Note:
The 48th session of
the Marine Environment Protection Committee was chaired by Mr Mike Julian from
Australia and held at IMO Headquarters in London.
This meeting was the last
under the chairmanship of Mr Julian, who has served in the position since 1998.
Mr Andreas Chrysostomou of Cyprus was elected to succeed Mr Julian as chairman
for an initial one-year term.

Bombardier
extends warranty on Evinrude/Johnson engines

Besides just extending warranties Bombardier has also
recently pledged to keep parts and service info available for all models of
Johnson and Evinrude engines manufactured before the Bombadier takeover. It's a
good
thing!

Bombardier extends warranty on Evinrude/Johnson
engines
Bombardier Recreational Products is extending its new
non-declining limited warrenty program to cover all 2002 Bombardier-built
Evinrude and Johnson outboard engines sold to customers, regardless of the
retail date of purchase, the company announced in a press release dated 24
October.
In June, Bombardier announced that all 2003 Evinrude and
Johnson outboard engines would be backed by a non-declining, limited warranty
that covers all Evinrude direct injection outboards and Johnson 4-stroke
outboard for three years, and Johnson 2-stroke outboards for two years,
according to the company.
At the time of that announcement, Bombardier also said
it would offer the non-declining limited warranty program to existing owners of
2002 model year engines built by Bombardier, as well as marine consumers who
purchased a 2002 model year engine before \30 September, 2002, said the company.
"Bombardier has elected to extend the non-declining
limited warranty program to every customer who purchases a 2002 Bombardier-built
Evinrude or Johnson outboard engine, regardless of the date of retail, because
we want every customer to be confidant he has made the right choice when
purchasing one of our top-quality outboard engines, said Ben Lafortune, vice
president, Sales and Communications, Boats and Outboard Engines
Division.
Evinrude and Johnson outboard dealers located throughout
North America also stand to benefit from the program by offering customers the
added value of purchasing a non-current product fully backed by the Bombardier
non-declining warranty coverage, according to the company.
Bombardier Recreational Products designs, builds,
distributes and markets Rotax engines, Sea-doo watercraft and sport boats,
Bombardier Fish Hawk fishing boats as well as Evinrude and Johnson outboard
marine engines and Ficht direct fuel injection technology, the company
said.

Sea Tow expands free membership program

Sea Tow is offering a free 95-day, full benefit Sea Tow
membership to be included with a new boat purchase called Sea Care, similar to
the roadside assistance programs offered by car manufacturers, the company
announced in an October press release.
"Most dealers are not equipped to provide on-the-water
assistance to their customers," said Captain Joe Frohnhoefer, CEO of Sea Tow.
"Sea Care offers the entire Sea Tow Gold Card membership benefit package to the
boat buyer, including navigational assistance. For example, if the boater is in
an unfamiliar area, he can call the local Sea Tow operator and get navigational
advice, fuel dock locations and even restaurant recommendations."
Sea Tow's currently provides the Sea Care program to
Boston Whaler, Grady-White, Shamrock, McKee Craft, PennYan, Donzi, Proline,
Parker Boats, and others companies, according to the release.
"We, as an industry, need to provide the same level of
customer care that the automobile industry provides its customers," said Captain
Frohnhoefer. "Sea Tow is not only the world's largest marine assistance company,
it is also the only major independent marine assistance company. As such, we are
in a unique position to work with manufacturers without potential conflicts of
interest."

Boating groups say bans and restrictions go too far

On
Friday, November 1, the US federal government designated 13 coastal areas in
Florida where boating and other activities would be restricted or banned, which
boating groups have said is going too far, stated a Saturday, November 2 report
from the South Florida Sun-Sentinel.
The government designated two types of protected areas:
sanctuaries, in which boating and other activities are banned, and refuges, in
which boats are restricted to slower speeds, said the newspaper.
Sanctuaries include:
Blue Water Manatee Sanctuary, 1.7 acres at headwaters of
Homosassa River, Citrus County
Big Bend Manatee Sanctuary, 30 acres at Tampa Electric Co.
discharge canal in Tampa Bay
Port Sutton, 2.7 acres at Gannon Electric Generating Station,
Tampa Bay
Bartow Electric Generating Station, 30 acres at discharge
canal in Tampa Bay
Refuges include:
Big Bend, 221 acres, next to manatee sanctuary at the TECO

Port Sutton, 97 acres, next to the sanctuary at the Gannon

Restrictions to "enrage" boaters?
Ted Forsgren, executive director of the Coastal
Conservation Association, a fishing group, told the newspaper that the Peace
River restrictions will enrage boaters while doing little to help manatees.
"As people begin to understand this is what the federal
government has done, there's going to be a huge outcry," he told the newspaper.
"The Peace River hasn't had any watercraft mortality in three years. They're
basically shutting down the river in areas where they don't have a problem."
Eric Glitzenstein, attorney for a coalition of
environmental groups that had sued to force the government to act, told the
newspaper that the list fell far short of what was needed to protect the
manatee.
No protected areas were set up in areas that are
particularly dangerous for manatees, such as the waters of Duval, Volusia and
Collier counties, he said.
Federal
government to be held in contempt?
The declaration of manatee protection zones was the most
recent development in a long process that began when the government was sued by
Defenders of Wildlife, Save the Manatee Club and other environmental groups for
failing to protect the endangered sea mammals, said the newspaper.
While the two groups agreed in a settlement that the
government would designate 16 protected areas where boats would be restricted,
the rush delayed designating the areas.
As a result, US District Judge Emmet Sullivan found that
the government had violated the terms of the settlement agreement and gave
federal officials until Friday to publish the list of protected areas in the
Federal Register, the daily chronicle of new federal rules and regulations,
according to the newspaper.
While the announcement on Friday came too late to comply
with the judge's order as the list still was not published in the Federal
Register, the Fish and Wildlife Service said the list was sent to the Federal
Register on Friday with a request for "expedited publication," said the
newspaper.
A hearing will be conducted tomorrow, Tuesday, November
5, to determine whether Friday's announcement complied with the judge's order,
according to the newspaper report.

the hard way. Now he didn't mention how many Fosters have to be consumed prior
to the launch but he seems to be fairly sober at the time of writing this

Just thought I'd drop you a line
about experiencing a very unique way of launching a boat.
Picture a sleepy bay on the coast of New Zealand called
Hawkes Bay. No boat ramp, just a dirt track about twenty feet wide and 200 feet
long, running from a paddock all the way down to the surf.
Ok, here is how it's done. First attach a car size
jockey wheel to the front of the trailer locked in the forward position. Bolt
slabs of polystyrene wrapped in Aluminum sheet to the trailer, two on the back,
two on each side and one up front.
Now comes the fun part... Strap the boat securely to the
trailer and position it on the edge of the so called "runway". Load everybody
onboard, give the boat a push... and hang on !!!. Down you go getting bugs in
your teeth at about 30 miles an hour, hit the surf, lower the motor and head out
through the waves.... not great steerage at this point I tell ya !!!.... About a
mile out, drop the anchor on the TRAILER, unstrap the boat and drive off...
leaving the trailer to float. On your return simply drive back up on the trailer
and head back to the surf... Now comes the fun part... The guy before you is
responsible for attaching the steel winch cable to you bow as you hit the beach.
putting his hand in the air signals the winch operator to give it full revs and
pull you back up the "runway".... A fantastic way to start and end a fabulous
day on the water....
I now live on the Gold Coast of Australia and really
miss the way the "KIWI'S" have a knack of coming up with a solution for all
obstacles.

Ethical Angler Partnership

The Maryland Saltwater Sportfishermen's Association (MSSA)
became the first state-wide organization to adopt the Ethical Angler code of
responsible fishing practices when it signed a partnership agreement with
BoatU.S. on November 5, announced BoatU.S. MSSA will use Ethical Angler as an
extra lure in its conservation tackle box to remind sport anglers of the key
role they play in marine conservation and to reach newcomers to the sport with
principals that can help ensure the future of fishing in Maryland, according to
BoatU.S. The organization will provide its 6,500 members with Ethical Angler
materials while incorporating the message into exhibits for the general public
at boat and outdoor shows as well at the four major fishing tournaments MSSA
sponsors each year. BoatU.S., a recreational boating organization, developed the
code three years ago to promote conservation in partnership the National Marine
Fisheries Service.

Alaskan port to see 15 million dollar expansion

The Seward harbor will undergo a US$15-million expansion over
the next 18 months that is expected to attract more commercial fishermen,
charter operators and Anchorage boat owners to the community; however, the 300
slips to be added will not fulfill local slip demand, according to a Monday,
November 4 report of the Alaska Journal of Commerce.
Harbormaster Jim Beckham told the newspaper that he has 400
people on his waiting list, some of which have been waiting nearly a decade for
a slip.
City leaders have been working to expand the harbor in
conjunction with state and federal agencies for over a decade, and will fund
about US$10 million of the expansion, Beckham said in the report.
About US$5 million for the harbor expansion will come from
state and federal sources, he added.
The current harbor features about 200 mooring spaces, the
slips and the adjoining main floats of which were upgraded two years ago at a
cost of US$7 million, Beckham told the newspaper.
About 70 percent of those who moor their vessels in the Seward
harbor are from out of town, mainly Anchorage, which is about 130 miles north of
the harbor, he stated.

after manufacturing its first outboard engine, the company announced on

FWS holds up marina permits Florida

The US Fish & Wildlife Service (FWS) will not issue
permits for marinas along the St. Johns River or its tributaries in Duval
County, Florida, until manatee zone signs and enforcement efforts are
implemented, The Business Journal, of Jacksonville, reported on Monday, 7
October.
The permits will be held up until manatee protection zone
signs are erected, at a potential cost of several hundred thousand US dollars to
local taxpayers, according to the newspaper.
The protections zones were established in response to an
out-of-court settlement of a lawsuit by the Save the Manatee Club; Duval County
saw 10 of this year's record 83 manatee deaths (as of 1 October), a record
number for the county, the newspaper stated.
Projects affected by the suspension of permits includes the
Goodbys Creek boat ramp, slated to open in 2003; the Shipyards, scheduled for
2004; and Berkman Plaza, which had expected to open later this year, according
to the newspaper report.
While the final cost has yet to be tabulated, Quinton White
Jr., a Jacksonville University Marine science professor, reported the signs
alone will likely cost tens of thousands of dollars, while enforcement may add
up to the hundreds of thousands, said the newspaper.
In an attempt to lower the potential expense, the Jacksonville
City Council asked 1,800 riverfront property owners for permission to post some
of the manatee warning signs at the end of their docks, the newspaper
reported.
